No American Muslim and no sane Muslim in the world would ever authorize this loony or anyone to kill a fellow human. Committing suicide or killing a human being is a grave sin in Islam.

It is not a Muslim thing to terrorize or kill other people, those who terrorize, act on their own or in cahoots with a few like them. Our common enemy is extremism and not religion, and we need to direct our energies to contain it.

Inductive learning lies at the heart of Machine Learning. There is no need to have prior knowledge of the data. There is no need to make assumptions in the data set or work with small samples. This method of unsupervised learning removes the potential for bias to be inserted into the analysis and makes identification of unknown issues to surface. Inductive learning lets the data tell its own story. This approach is an even greater asset when there is a large amount of data, and there is little advance knowledge of the story the data tells or the questions to ask.

One of the most difficult and untapped problems in analytics has been unstructured textual data. This problem is an excellent use case for Machine Learning and statistical Natural Language Processing (NLP). Eliminating taxonomical and ontological analytics methods simplifies the process, improves the time to glean insights from data, reduces the operational cost of analytics, and removes inherent biases in a predetermined interpretation framework.

The best results are achieved when the Human Factor is added to Machine Learning. Automation is susceptible to a loss of insights from an experienced human analyst. Harmonizing human decisions with machine learning is key to unlocking insights through analytics. An Augmented Intelligence approach can leverage both human and machine learning, and analytics efforts are best served when harmonizing the two. The famous chess battles with IBM’s Deep Blue chess-playing machine are examples.

Chess master Gary Kasparov designed a tournament to determine which grouping would garner superior results – solely humans, solely computers, or a combination of humans and computers. Teams comprised of humans leveraging computer assistance consistently defeated all challengers including the strongest “computer only” and “human only” teams. A surprising finding, however, unfolded and was reported by Kasparov. “The winner was revealed to be not a grandmaster with a state-of-the-art computer, but a pair of amateur American chess players using three computers at the same time.”
Combining the speed and processing power of a computer with a human’s interpretive capabilities leads to superior results. There will always be rebuilding of infrastructure and minority communities. The problem is we are seldom the owners, developers, contractor builders, or high-wage workers. We need to be partners in ownership, development, building, operators, and employers of the local community workforce in a process where public and private Fortune 500 companies continue to build successful, quality projects while allowing diversity to be an integral part of the planning and execution of that success.

NAMC is concerned that we are losing a generation of minority youth because of neglect and indifference. We can no longer ignore the obvious: African-American males 18-35 have the highest unemployment rate in America. Other minority groups, women, veterans, and disabled veterans have also seen similar disparity. To that end, Minority Jobs Matter also.

The number of minorities and minority communities who are being left out of the rebuilding of America’s infrastructure is daunting. For state agencies to award billions of dollars of work annually and certain minority groups only receive less than one percent of those dollars is unacceptable. Ironically, these minority groups are not left out of paying the 18 cent per gallon federal sales tax to fund the U.S. Department of Transportation's highway program.

NAMC's efforts are timely, given passage of the recent Fixing America’s Surface Transportation (FAST) Act in December 2015. The FAST Act authorizes the program at $4.5 billion for fiscal years 2016 through 2020, including $850 million for FY 2017 to be awarded by the Secretary of Transportation. The grants, totaling nearly $800 million, will be combined with other funding from federal, state, local, and private sources to support $3.6 billion in infrastructure investment in 15 states and the District of Columbia. The legislation authorizes over $300 billion in funding transportation projects over the next five years, which potentially presents opportunities for Disadvantaged Business Enterprise (DBE) firms. The new legislation also addresses a long-standing issue in the DBE community by requiring the U.S. Department of Transportation to undertake measures to ensure prompt payment to DBEs. President Trump has stated that he plans to add a trillion dollars of public and private infrastructure spending to rebuilding America.

Citizens must be involved with local representatives, such as mayors and city council members, as well as state and congressional representatives, to ensure that the needs of their communities are included in the appropriations to rebuild America’s infrastructure. NAMC urges you to ask government representatives how rebuilding is going to work for and benefit small business, local communities, and mandatory participation requirements.

The NAMC 2016 Congressional Breakfast was held on Capitol Hill on September 15, 2016 at the Rayburn House Office Building. The panel consisted of various government and industry representatives who assembled to provide an opportunity for minority- and women-owned small businesses to learn how to navigate the procurement process and market their businesses in the lucrative arena of defense contracts.

Small business participation options along with NAMC recommendations included
better tracking of both prime and subcontractor flow down requirements for small businesses and minority participation. We also recommend that Federal agencies offer “FAST PAY” to small business contractors.

NAMC also suggested small businesses support Congresswoman Nydia Velasquez’s call for stronger compliance and oversight of the U.S. Small Business Administration (SBA) and the Small Business program within federal contracting and Congresswoman Suzanne Bonamici’s bill, H.R. 3175, to increase the government-wide procurement goals for small disadvantaged businesses, women-owned businesses, service-disabled veteran-owned small businesses, and HUBZONE (historically underutilized business zone) small businesses. Congressional support is needed for legislative bills.

It's Flu Season: What to Do if You Experience Shoulder Pain That Results From a Flu Vaccine

The federal government provides money to individuals that experience shoulder pain or other injury following certain vaccinations.

WASHINGTON, DC, USA, November 30, 2016 /EINPresswire.com/ — Flu season is here, and that means millions of Americans are heading to doctors and pharmacists to obtain their annual flu shots. Although proven safe and effective for most people, in some instances being vaccinated with the annual flu vaccine can lead to serious complications, including shoulder pain which may become chronic.

This type of injury is known as Shoulder Injury Related to Vaccine Administration, (or "SIRVA"). A SIRVA injury can occur if a healthcare worker injects a vaccine at the wrong angle or too high up on the shoulder. Underweight patients or those with low body mass can also develop SIRVA if the needle is injected too deeply and over-penetrates the patient's deltoid muscle.

Frequent symptoms of SIRVA include pain at the injection site, stiffness, weakness, tingling, and loss of the shoulder's range of motion. Such injuries are often diagnosed as rotator cuff tears, bursitis, tendinitis, or adhesive capsulitis. In rare cases, surgery is required to correct the damage.

Fortunately, for those individuals who experience shoulder pain or injury, and seek treatment from a doctor, the Vaccine Injury Compensation Program is available to provide compensation, including an award for pain and suffering and lost wages. In addition to the flu vaccine, compensation is available for shoulder injuries caused by most other vaccines, including tetanus, Hepatitis A and B, and the HPV vaccine.

Enacted by Congress in 1986, the Vaccine Injury Compensation Program (also known as the vaccine court), is a federally funded, no fault compensation program, designed to provide monetary damages to people who have suffered a vaccine injury. Under the Vaccine Program, individuals can file a legal claim with the U.S. Court of Federal Claims. Special Masters from the court decide if a petitioner is eligible for compensation.

Although a majority of cases heard by the vaccine court are routinely settled, many people suffering from vaccine-related injuries fail to pursue recovery because of the perceived costs and difficulty associated with filing a complicated legal claim. Under the Vaccine Program, qualified vaccine attorneys are available and all costs for attorneys' fees are paid for by the vaccine court. This means that filing a claim for compensation should come at little or no financial cost to the injured party.

According to Vaccine Attorney Leah Durant, who specializes in representing individuals harmed by vaccines, many individuals find it difficult to obtain proper diagnosis and medical treatment following a vaccine injury.

"Often, people come to me after being told by a physician that it is impossible for severe shoulder injury to result following a needle injection, and many well-meaning healthcare providers are unaware of the damage that can result from the faulty administration of a vaccine," says Durant.

Since suffering her own shoulder injury related to vaccine administration, Durant has worked tirelessly to advocate for individuals diagnosed with SIRVA or other vaccine-related injuries. According to Durant, her personal experience with this type of injury helps her to relate to clients that experience the high level of pain and suffering associated with adverse vaccine reactions.

When deciding whether to pursue a claim for compensation for your vaccine shoulder injury, obtaining prompt and proper treatment is critical. For some, steroids and physical therapy may help promote recovery. Other more serious injuries may require costly surgical procedures and extensive treatment, physical therapy, or rehabilitation. Anyone who experiences severe shoulder pain shortly after a vaccination should seek immediate medical attention. This is important not only to obtain proper diagnosis and treatment, but to help support any future claim for compensation.

Because filing a claim for vaccine compensation involves complex legal and medical principles not found in traditional tort litigation, Durant recommends finding a vaccine attorney that focuses exclusively on vaccine litigation claims. Although claims are decided by the vaccine court in Washington, DC, vaccine attorneys can represent clients in all 50 states. This means clients are never required to travel to pursue their claims.
